Interpretation
In these regulations,
"entry-level training" means an entry-level training course for Class 1 drivers
(a) approved by the Registrar under paragraph 5.1(1)(a), and
(b) provided by a person or organization recognized by the Registrar under paragraph 5.1(1)(b); (formation de base)
"learner’s driver’s licence" means a driver’s licence that is categorized as a learner’s driver’s licence under section 2.2 or section 5.01; (permis d’apprenti conducteur)
"medical practitioner" means a medical practitioner as defined in section 1 of the Medical Profession Act; (médecin)
"novice driver" means a person named in
(a) a learner’s driver’s licence, or
(b) a probationary driver’s licence; (conducteur débutant)
"nurse practitioner" means a nurse practitioner as defined in subsection 1(1) of the Nursing Profession Act; (infirmière praticienne)
"probationary driver’s licence" means a driver’s licence that is categorized as a probationary driver’s licence under section 2.1. (permis probatoire) R-052-94,s.2; R-075-2005,s.2; R-051-2011,s.2; R-005-2022,s.2; R-095-2023,s.2; R-018-2026,s.2.
Classes
(1) The classes of drivers’ licences are those set out in Schedule A.
(2) Each class of licence sets out the type of vehicle that a driver may operate.
(1) A Class 5 or 6 driver’s licence issued on or after August 1, 2005 is categorized as a probationary driver’s licence for a period of 12 months following the date it is issued unless the applicant
(a) holds a valid Class 1, 2, 3, 4, 5 or 6 driver’s licence that he or she has held for at least 12 months before the date of application, not including any period of time during which the licence was suspended;
(b) holds a valid driver’s licence issued under the laws of an extra-territorial jurisdiction that, in the opinion of the Registrar, is equivalent to
(i) a Class 1, 2, 3 or 4 driver’s licence, or
(ii) a Class 5 or 6 driver’s licence that would not be categorized as a probationary driver’s licence; or
(c) demonstrates to the satisfaction of the Registrar that he or she held a valid driver’s licence referred to in paragraph (a) or (b) for at least 36 months not including any period of suspension, during the 60 month period before the date of application.
(2) Notwithstanding subsection (1), the Registrar may extend the period of time during which a Class 5 or 6 driver’s licence is categorized as a probationary driver’s licence, for a period of time that the Registrar considers appropriate, if
(a) the person holding the licence operates a motor vehicle in contravention of a restriction or condition to which the driver’s licence is subject; or
(b) the Registrar considers that an extension is appropriate in the circumstances.
A Class 7 driver’s licence is categorized as a learner’s driver’s licence. R-075-2005,s.3.
(1) The Registrar shall not issue a Class 1, 2, 3 or 4 driver’s licence to a person unless that person is at least 18 years of age.
(2) The Registrar shall not issue a Class 5 or 6 driver’s licence to a person unless that person is at least 16 years of age.
(3) The Registrar shall not issue a Class 7 driver’s licence to a person unless that person is at least 15 years of age. R-052-94,s.3.
The Registrar shall not issue a class of driver’s licence to a person who applies under subsection 68(1) of the Act unless the person meets the requirements for that class of licence set out in Schedule B. R-091-2004,s.2; R-075-2005,s.4; R-104-2011,s.2.
Learning
(1) Subject to subsection (3), a person learning to operate a motor vehicle must be accompanied by a person who holds a valid class of driver’s licence that authorizes the operation of that type of vehicle and,
(a) if that licence is Class 1, 2, 3 or 4, has a minimum of three years experience operating that type of vehicle; or
(b) if that licence is Class 5, has a minimum of two years experience operating that type of vehicle, not including any period of time during which he or she
(i) was a novice driver, or
(ii) was named in a driver’s licence issued under the laws of an extra-territorial jurisdiction that is equivalent to a learner’s driver’s licence or a probationary driver’s licence.
(2) The person accompanying the person learning to operate the vehicle shall instruct the learner in the operation of the vehicle.
(3) A person learning to operate a motorcycle may be unaccompanied if the instructor
(a) has a minimum of two years experience operating a motorcycle, not including any period of time during which he or she
(i) was a novice driver, or
(ii) was named in a driver’s licence issued under the laws of an extra-territorial jurisdiction that is equivalent to a learner’s driver’s licence or a probationary driver’s licence;
(b) follows the person in or on another vehicle; and
(c) keeps the person in view.

Conditions
The following conditions apply to a learner’s driver’s licence:
(a) the person named in the licence shall not operate a motor vehicle between the hours of 11 p.m. and 6 a.m.;
(b) the person named in the licence shall not permit any passenger, other than the person providing instruction, to be in the motor vehicle;
(c) the person named in the licence, who is learning to operate a motorcycle, shall not operate a motorcycle in a speed zone of 70 km/h or greater;
(d) the person named in the licence shall not operate a motor vehicle if the person providing instruction has any alcohol in his or her blood or if the ability of the person providing instruction to operate a motor vehicle is impaired by drugs consumed or otherwise introduced into his or her body.
It is a condition of every probationary driver’s licence that the person named in the licence shall not permit more than one passenger to be in the front seat of a motor vehicle that he or she is operating. R-075-2005, s.6.
Tests and Endorsements
(1) If an applicant for a class of driver’s licence is required under the Act to take a theoretical and a practical driving examination, the Registrar shall not issue that class of driver’s licence to the applicant unless the applicant passes
(a) the written test described in Schedule C for that class; and
(b) a road test in the type of vehicle specified for that class.
(1.1) The passing mark for the written test referred to in paragraph (1)(a) is 80%.
(2) If, in the opinion of the Registrar, an applicant complies substantially but not completely with all the requirements for a driver’s licence, the Registrar may
(a) issue a restricted driver’s licence; or
(b) add endorsements to any driver’s licence issued to indicate restrictions to which the licence is subject.
(3) The Registrar may grant to an applicant privileges beyond the normal operation of his or her class of driver’s licence through an endorsement allowing him or her to operate
(a) a vehicle with air brakes, if he or she passes a theoretical and practical examination set by or approved by the Registrar in respect of the operation of air brakes;
(b) a school bus, if he or she passes a theoretical examination set by or approved by the Registrar in respect of the operation of a school bus; and
(c) an extended length vehicle, if the Registrar is of the opinion that the applicant is competent to operate an extended length vehicle.
(3.1) A driver shall not operate a vehicle with air brakes, a school bus or an extended length vehicle, unless he or she has been granted an endorsement under subsection (3) to operate the vehicle.
(3.2) Notwithstanding subsection (3.1), a driver may operate a vehicle with air brakes, a school bus or an extended length vehicle without an endorsement granted under subsection (3), if the driver
(a) is learning to operate the vehicle, under the supervision of another driver
(i) who has the appropriate endorsement granted under subsection (3),
(ii) who has three years of experience under a class 5 driver’s licence that is not a probationary driver’s licence, and
(iii) whose driver’s licence is not subject to a suspension; and
(b) has at least two years of experience under a class 5 driver’s licence that is
(i) not a probationary driver’s licence, and
(ii) not subject to a suspension.
(4) If the Registrar adds endorsements to a licence under subsection (2) or (3), the Registrar shall use the codes set out in Schedule D.
(5) A holder of a driver’s licence shall comply with all endorsements on the licence.
(6) The Registrar may refuse to renew a driver’s licence if the licence holder has not complied with endorsements on the licence. R-052-94,s.7; R-091-2004,s.4; R-051-2011,s.4; R-104-2011,s.3; R-032-2013,s.2,4.
Endorsement "G" R-018-2026,s.3.
(1) A driver’s licence with an endorsement "G", as set out in item 6 of Schedule D, is categorized as a learner’s driver’s licence if endorsement "G" restrictions are in effect.
(2) A licence holder with an endorsement "G" may drive
(a) without endorsement "G" restrictions within a 100 km radius of the address that is indicated on their driver’s licence; or
(b) with endorsement "G" restrictions outside of the 100 km radius of the address that is indicated on their driver’s licence.
(3) A licence holder under subsection (2) may only drive outside the 100 km radius of the address that is indicated on their driver’s licence when instructed by a person whose driving experience meets the requirements
(a) under subsection 4(1), if operating a motor vehicle; or
(b) under subsection 4(3), if operating a motorcycle.
(4) A person’s driving experience under subsection (3) does not include any time the person had an endorsement "G" on their own driver’s licence.
(5) A licence holder under subsection (2) who drives outside the 100 km radius of the address that is indicated on their driver’s licence shall comply with the conditions set out in section 4.1.
(6) Subject to subsection 5.1(5), the Registrar may remove an endorsement "G" from a driver’s licence if the Registrar is satisfied the licence holder demonstrates competency in respect of the requirement that caused the Registrar to add the endorsement under subsection 5(2). R-018-2026,s.3.
Entry-Level Training for Class 1 Drivers’ Licences R-005-2022,s.3.
(1) The Registrar shall
(a) approve an entry-level training course for Class 1 drivers;
(b) recognize a person or organization for the purpose of providing the training course;
(c) set the minimum requirements for successful completion of the training course; and
(d) determine what the Registrar will accept as proof of an applicant for a Class 1 driver’s licence having fulfilled the minimum requirements for successful completion of the training course.
(2) The Registrar shall not issue a Class 1 driver’s licence to a person who applies under subsection 68(1), 69(1) or 70(1) of the Act unless the person has successfully completed entry-level training.
(3) The Registrar shall not permit an applicant for a Class 1 driver’s licence who is required to successfully complete entry-level training to take the practical driving examination for that class of licence until the applicant has successfully completed the entry- level training.
(4) Subsection (2) does not apply if the Registrar adds to the Class 1 driver’s licence
(a) an endorsement "B", as set out in item 2 of Schedule D; or
(b) an endorsement "G", as set out in item 6 of Schedule D.
(5) The Registrar shall not remove an endorsement "B" or "G" from a Class 1 driver’s licence unless the person holding the driver’s licence successfully completes entry-level training.
(6) Notwithstanding subsection (2), the Registrar may issue a Class 1 driver’s licence to a person who applies under subsection 69(1) of the Act, without the person having successfully completed entry-level training, if the person previously held a Class 1 driver’s licence that was valid for at least 24 months in the four years preceding the time of application for a Class 1 driver’s licence.
(7) Notwithstanding subsection (2), the Registrar may issue a Class 1 driver’s licence to a person holding a driver’s licence issued under the laws of a Canadian jurisdiction other than the Northwest Territories who applies under subsection 70(1) of the Act and who surrenders their driver’s licence under subsection 70(2) of the Act, without the person having successfully completed entry-level training, if
(a) the licence surrendered was or has been valid for at least 24 months in the four years preceding the time of application for a Class 1 driver’s licence; and
(b) the licence surrendered is, in the opinion of the Registrar, equivalent to a Class 1 driver’s licence.
Transitional: Entry-Level Training for Class 1 Drivers’ Licences R-005-2022,s.3.
(1) Notwithstanding section 3.1 or subsection 5.1(2), the Registrar may issue a Class 1 driver’s licence to a person who applies under subsection 68(1) of the Act, without the person having successfully completed entry-level training, if the person
(a) attempts or passes the theoretical examination for a Class 1 driver’s licence on or before January 21, 2022; and
(b) passes the theoretical and practical examinations for a Class 1 driver’s licence, each within no more than two attempts on or after January 24, 2022, by no later than September 30, 2022, or by such other date as may be specified by the Registrar.
(2) Notwithstanding subsection 5.1(2), the Registrar may issue a Class 1 driver’s licence to a person holding a driver’s licence issued under the laws of a Canadian jurisdiction other than the Northwest Territories who, during the period of January 21, 2022 to June 30, 2022, applies under subsection 70(1) of the Act and surrenders their driver’s licence under subsection 70(2) of the Act, without the person having successfully completed entry-level training, if
(a) the licence surrendered was or has been valid for at least 12 months in the two years preceding the time of application for a Class 1 driver’s licence;
(b) the licence surrendered is, in the opinion of the Registrar, equivalent to a Class 1 driver’s licence;
(c) the person passes the theoretical and practical examinations for a Class 1 driver’s licence, each within no more than two attempts, by no later than September 30, 2022, or by such other date as may be specified by the Registrar; and
(d) pending successful completion of the theoretical and practical examinations, the person is issued a driver’s licence other than a Class 1 driver’s licence, that permits the operation of the vehicles referred to in paragraph (a) of Class 1 of Schedule A only while the driver is accompanied by a person who holds a valid Class 1 driver’s licence in accordance with section 4.
(3) Notwithstanding paragraphs (1)(b) and (2)(c), the Registrar may allow an applicant to make another attempt to pass the theoretical or practical examination if the Registrar is satisfied that the applicant failed an attempt through no fault of their own. R-005-2022,s.3.
Medical Examinations
(1) In this section, "NSCS 6" means the Canadian Council of Motor Transport Administrators, National Safety Code Standard 6: Determining Driver Fitness in Canada (February 2021).
(2) Part 2 of NSCS 6, as amended from time to time, is adopted by these regulations.
(3) A medical examination conducted by a medical practitioner or nurse practitioner pursuant to the Act must be carried out in a manner consistent with Part 2 of NSCS 6.
(4) A medical practitioner or nurse practitioner who is required to send a report of a medical examination to the Registrar shall send the report in a form approved by the Registrar.
(5) Medical examinations are required for class 1, 2, 3 and 4 licences
(a) at the time of application for the licence;
(b) every five years if a licence holder is under 45 years of age;
(c) every three years if a licence holder is 45 to 64 years of age; and
(d) every year if a licence holder is 65 years of age or older.
(5.1) Medical examinations are required for class 5, 6 and 7 licences
(a) at the time of application, if the applicant is applying for a licence for the first time and
(i) the applicant has a medical condition that may impair their ability to safely operate a motor vehicle, or
(ii) the driver examiner reasonably believes the applicant’s ability to safely operate a motor vehicle is impaired;
(b) at the time of application, if the applicant is required to undergo a medical examination as a class 1, 2, 3 or 4 licence holder;
(c) the year a licence holder turns 75 and 80 years of age; and
(d) every year, if a licence holder is over 80 years of age.
(5.2) A medical examination is required for any class of licence at the time of application, if the applicant is required to undergo a medical examination as a licence holder in an extra-territorial jurisdiction.
(5.3) The Registrar may provide an extension for a medical examination to be completed for
(a) all licence holders;
(b) a subset of licence holders; or
(c) an individual licence holder.
(5.4) The Registrar may renew an extension provided under subsection (5.3).
(5.5) Extensions and renewals provided under subsections (5.3) and (5.4) must not be indefinite.
(6) If an applicant or licence holder is required to undergo a medical examination under the Act or these regulations, the Registrar shall not issue or renew that person’s driver’s licence before receiving and reviewing the report and exercising powers in accordance with section 104 of the Act. Alcohol Dependency
Assessment
(0.1)In this section,
"registered nurse" means a registered nurse as defined in subsection 1(1) of the Nursing Profession Act; (infirmière autorisée)
"registered psychiatric nurse" means a registered psychiatric nurse as defined in subsection 1(1) of the Nursing Profession Act. (infirmière psychiatrique autorisée)
(1) An alcohol dependency assessment under paragraph 77.1(2)(d) of the Act must be conducted by a medical practitioner, nurse practitioner, registered nurse or registered psychiatric nurse.
(2) A person who is required to undergo an alcohol dependency assessment shall
(a) pay the prescribed alcohol dependency assessment fee;
(b) undergo an alcohol dependency assessment as directed by the Registrar; and
(c) provide any information that the Registrar or the person who conducts the assessment may require.
(3) A person’s compliance with this section is a required condition under section 77.1 of the Act. R-052-94,s.9; R-051-2011,s.5; R-095-2023,s.4.

Driver’s Licence R-018-2026,s.5.
(1) The Registrar shall verify the identity of an applicant for a driver’s licence or an existing licence holder using technological means of identity verification referred to in Schedule D.1.
(2) A driver’s licence issued by the Registrar must contain the following information:
(a) full name;
(b) date of birth;
(c) designation of sex;
(d) height;
(e) weight;
(f) eye colour;
(g) hair colour;
(h) residential address including street name;
(i) signature;
(j) facial photograph;
(k) licence endorsement, if any.
(3) Subject to section 82 of the Act, a driver’s licence expires on the birthday of the licence holder in the fifth calendar year after the end of the calendar year in which the licence is issued. R-018-2026,s.5.
Fees
(1) Subject to subsection (2), the fees payable under these regulations are set out in Schedule E.
(2) The Registrar may, if the Registrar considers it appropriate, waive the payment of fees payable under item 8 or 11 of Schedule E. R-018-2026,s.6.

SCHEDULE A
CLASS 1 Permits the operation of (a) semitrailers and tractor trailers; (b) any vehicle in Class 2, 3, 4 or 5; and (c) any vehicle in Class 6, while the driver is learning to operate it.
CLASS 2 Permits the operation of (a) a bus of any seating capacity for passengers; (b) a vehicle or any combination of vehicles in Class 3, 4 or 5; and (c) Repealed, R-079-2019,s.2(2); (d) any vehicle in Class 1 or 6, while the driver is learning to operate it.
CLASS 3 Permits the operation of (a) a single vehicle with three or more axles; (b) Repealed, R-079-2019,s.2(3); (c) any combination of vehicles if the towed vehicles exceed a gross weight of 4,500 kg; (d) a vehicle or any combination of vehicles in Class 4 or 5; and (e) any vehicle while the driver is learning to operate it.
CLASS 4 Permits the operation of (a) a bus having a seating capacity not exceeding 24 passengers; (b) a taxi; (c) an ambulance; (d) any vehicle in Class 5; and (e) any vehicle in Class 1, 2, 3 or 6, while the driver is learning to operate it.
CLASS 5 Permits the operation of (a) a two axle vehicle other than a motorcycle, bus, taxi or ambulance; (b) any combination of a two axle towing vehicle and towed vehicles if the towed vehicles do not exceed a gross weight of 4,500 kg; (c) a recreational vehicle; (d) a motorcycle known as a moped; (e) a vehicle known or described as a tractor, grader, loader, shovel, roller, scraper or any other self propelled road building machine used for grading or paving of highways, or other construction work, but does not include a construction vehicle with more than two axles, other than a grader or three axle compactor; and (f) any vehicle while the driver is learning to operate it.
CLASS 6 Permits the operation of (a) a motorcycle; and (b) any vehicle in Class 5, while the driver is learning to operate it.
CLASS 7 Permits the operation of any vehicle in Class 5 or 6, while the driver is learning to operate it.
SCHEDULE B
LICENCE REQUIREMENTS
CLASS 1 An applicant must (a) hold (i) a valid Class 2, 3 or 4 driver’s licence, or (ii) a valid Class 5 driver’s licence that is not a probationary driver’s licence; (b) have successfully completed entry-level training; and (c) have passed the theoretical and practical examination for this class of licence.
CLASS 2 An applicant must (a) hold (i) a valid Class 3 or 4 driver’s licence, or (ii) a valid Class 5 driver’s licence that is not a probationary driver’s licence; and (b) have passed the theoretical and practical examination for this class of licence.
CLASS 3 An applicant must (a) hold (i) a valid Class 4 driver’s licence, or (ii) a valid Class 5 driver’s licence that is not a probationary driver’s licence; and (b) have passed the theoretical and practical examination for this class of licence.
CLASS 4 An applicant must (a) hold a valid Class 5 driver’s licence that is not a probationary driver’s licence, and (b) have passed the theoretical and practical examination for this class of licence.
CLASS 5 An applicant must (a) hold (i) a valid Class 6 driver’s licence, (ii) a valid Class 7 driver’s licence that he or she has held for at least 12 months before the date of application, not including any period of time during which the licence was suspended, (iii) a valid driver’s licence issued under the laws of an extra-territorial jurisdiction that, in the opinion of the Registrar, is equivalent to a Class 7 driver’s licence, that the applicant has held for at least 12 months before the date of application, not including any period of time during which the licence was suspended, or (iv) a valid Class 7 driver’s licence, and must have held that licence and a valid driver’s licence issued under the laws of an extra-territorial jurisdiction that, in the opinion of the Registrar, is equivalent to a Class 7 driver’s licence, for a combined period of at least 12 months before the date of application, not including any period of time during which a licence was suspended; and (b) have passed the practical examination for this class of licence.
CLASS 6 An applicant must (a) hold (i) a valid Class 1, 2, 3, 4 or 5 driver’s licence, (ii) a valid Class 7 driver’s licence that he or she has held for at least 12 months before the date of application, not including any period of time during which the licence was suspended, (iii) a valid driver’s licence issued under the laws of an extra-territorial jurisdiction that, in the opinion of the Registrar, is equivalent to a Class 7 driver’s licence, that the applicant has held for at least 12 months before the date of application, not including any period of time during which the licence was suspended, or (iv) a valid Class 7 driver’s licence, and must have held that licence and a valid driver’s licence issued under the laws of an extra-territorial jurisdiction that, in the opinion of the Registrar, is equivalent to a Class 7 driver’s licence, for a combined period of at least 12 months before the date of application, not including any period of time during which a licence was suspended; and (b) have passed the theoretical and practical examination for this class of licence.
CLASS 7 An applicant must have passed the theoretical examination for this class of licence.
SCHEDULE C
WRITTEN TEST FOR EACH CLASS
OF LICENCE
CLASS 1 An applicant for a Class 1 licence must pass a written test of at least 20 questions based on the operation of vehicles referred to in paragraph (a) of Class 1 of Schedule A.
CLASS 2 An applicant for a Class 2 licence must pass a written test of at least 15 questions based on the operation of vehicles referred to in paragraphs (a) and (b) of Class 2 of Schedule A.
CLASS 3 An applicant for a Class 3 licence must pass a written test of at least 10 questions based on the operation of vehicles referred to in paragraphs (a) and (c) of Class 3 of Schedule A.
CLASS 4 An applicant for a Class 4 licence must pass a written test of at least 10 questions based on the operation of vehicles referred to in paragraphs (a) to (c) of Class 4 of Schedule A.
CLASS 6 An applicant for a Class 6 licence must pass a written test of at least 20 questions based on the rules of the road and the operation of motorcycles.
CLASS 7 An applicant for a Class 7 licence must pass a written test of at least 20 questions based on the rules of the road and the operation of vehicles referred to (a) in paragraphs (a) to (e) of Class 5 of Schedule A, if the applicant is applying for a Class 5 licence; and (b) in paragraph (a) of Class 6 of Schedule A, if the applicant is applying for a Class 6 licence.
