The Commissioner, on the recommendation of the Minister, under section 16 of the Social Assistance Act and every enabling power, makes the Welfare Services Regulations.
(1) Subject to subsection (2), the kinds of services that are welfare services for the purpose of the Social Assistance Act are
(a) rehabilitation services;
(b) casework, counselling, assessment and referral services;
(c) adoption services;
(d) community development services;
(e) consulting, research and evaluation services with respect to welfare programs; and
(f) administrative, secretarial and clerical services, including staff training, relating to the provision of any of the services referred to in paragraphs (a) to (e).
(2) A service referred to in subsection (1) does not include a service provided by way of assistance.
The Director may provide or arrange for the provision of welfare services to any person in need or to a person who, in the opinion of the Director, is likely to become a person in need unless those services are provided.
These regulations come into force on December 15,
