The Commissioner, on the recommendation of the Minister, under section 4 of the Lotteries Act and every enabling power, makes the General Delegation Regulations.

1.

All regulations made under paragraph 4(b) of the Lotteries Act are subject to these regulations unless and only to the extent that those regulations otherwise expressly provide.

In any delegation of authority to regulate and licence lottery schemes in a specified area under paragraph 4(b) of the Lotteries Act, the Commissioner retains the power to regulate and licence a raffle lottery or a sports draft lottery within that area if the raffle lottery or sports draft lottery is to be conducted in more than one area.

3.

For greater certainty, the Lotteries Regulations, R.R.N.W.T. 1990, c.L-49, apply to a raffle lottery or a sports draft lottery, as referred to in section 2, that is regulated and licensed by the Commissioner.

These regulations come into force May 15, 1998.
